Julie is a Supervising U.S. Probation Officer for the Eastern District of North Carolina, serving the Raleigh area since her appointment in 2002. The mission of the federal probation system is two-fold, protecting the community while also providing individuals with a meaningful opportunity to change their life. Julie believes that by utilizing evidence-based supervision, an officer can truly serve as a change agent. She carries out this mission by serving as a national coach, instructing officers in skill development to improve one-on-one officer-client interactions to reduce risk and recidivism. She is a trained facilitator of Moral Reconation Therapy, a cognitive-behavioral resource used during supervision. Julie previously led two federal drug court programs for her district and is a member of the district search team. With a commitment to ongoing professional development, she serves on the Administrative Office of the U.S. Court’s District Review Team which assesses a district’s compliance with national policy manuals, statutes, and case law, identifying superior practices by individual district offices across the country.
Julie attended undergraduate and graduate school at East Carolina University, studying both Psychology and Criminal Justice. She is a native of Eastern North Carolina and resides in Raleigh with her husband and two children.
